Put about an inch of kitty litter in the bags and then the votive candle--mine were in glass. It was a very windy afternoon when we set the luminaries out. The open cut design along with the weight of the kitty litter allowed the wind to blow through and not move the luminary. When the candles were lit at dusk, the effect was perfect, especially as it was Halloween season, but these luminaries would work for any occasion. I liked the weight of the bags as well. We collected and open boxed the filled bags so we can reuse them. The price was right too! And the flame proofing was the primary reason, I selected these bags. Suggestion-- if using a filler for weight, create a paper tube through which you can pour the filler. Otherwise, you lose too much material out the cut work.
